Why and How Cities Matter to ELC

In this report, Margot R. Challborn examines the role of municipalities in creating and leading early learning and care policy development. Specifically, this report outlines why cities can and should play a role in early learning and care, it presents a preliminary analysis of municipal involvement in ELC in Richmond, Vancouver, Edmonton, Whitehorse, Saskatoon, and Ottawa, and it provides a summary of the many ways in which the City of Edmonton is already involved in implementing frameworks, strategies, policies, regulations, and bylaws that impact early learning and care. The findings demonstrate that municipalities already play an important role in the development, provision, and strategic planning for ELC even though ELC is traditionally provincial/territorial and/or federal jurisdiction.
